belief" is being confused with "mental assent." You cannot "decide" what you believe any more than you can "decide" what color your hair is or what you mother's name is. Belief is not within the functionality of the mind or will. Belief is of the heart.

"Faith comes by hearing and hearing by the word of God" There is no decision here. The word of God comes to you, you hear it, and faith is in you.
You can decide what you mentally agree with. You can weigh information and logically decide what you agree with. But this is not belief. This would be like saying that every word passing through your mind is a belief. It is not. I have crazy things pass through my mind all the time. Some good... and some not so good. None of this is faith. This is a barrier every Christian must get beyond. It is important that we understand that faith is of the heart and not of the head. It is not a decision nor is it subject to the decision making process. You are quite at the mercy of the things that you believe. You cannot change them by force of will no matter how hard you try.
Now in the course of our walk we all decide on a daily basis whether we will walk according to the beliefs that we have. Sometimes we do, but sometimes we fail. That does not mean we have ceased to believe.
